In today's world, the competition for attracting and retaining elites, especially in the health sector, has increased significantly, and this has doubled the importance of preventing elite migration. The aim of this study was to identify and analyze the dimensions of the policy model for preventing elite migration in the health sector. This study was conducted in a descriptive and exploratory manner (qualitative-quantitative). In the qualitative part, in order to identify the factors, interviews were conducted with 10 academic and executive experts in the health sector who were selected using the bullet sampling method. The statistical population of the quantitative part included 270 medical and paramedical graduates who were members of the Golestan Province Elite Foundation. The sample size was determined based on the Krejci and Morgan table to include 155 people and they were selected using simple random sampling. The results of the qualitative part showed that these factors include 26 components and 7 dimensions (economic, educational, social, technological, political, behavioral, and environmental). Also, the results of the quantitative section showed that these dimensions have a positive and significant impact on the formulation of a policy to prevent the migration of health elites, respectively (0.639), (0.884), (0.898), (0.829), (0.785), (0.880), and (0.769).
