بلایای طبیعی، بحران‌های اجتماعی و خشونت علیه زنان

چکیده

در زمان بلایای طبیعی و بحران‌های اجتماعی خشونت علیه زنان افزایش می‌یابد. از درون ساختار خانواده تا مکان‌های عمومی، هریک عرصه خشونت علیه زنان می‌شود. این مقاله بر آن است نشان دهد خشونت علیه زنان تنها به فضای داخلی خانه‌ها محدود نمی‌شود، در زمان جنگ و بلایای طبیعی، شدت بیشتری می‌گیرد و امنیت زنان در مکان‌های عمومی را تحت تأثیر قرار می‌دهد. این مقاله با استفاده از روش اسنادی، مشکلات، اقدامات و مطالعات انجام شده در چهار سال اخیر در زمینه خشونت علیه زنان در زمان بلایای طبیعی و بحران‌های اجتماعی- در سطح جهانی - را مرور می‌کند. گزارش‌ها نشان می‌دهد خشونت علیه زنان-چه در درون خانواده و چه مکان‌های عمومی- در زمان جنگ‌ها و بلایای طبیعی بیشتر شده و پیامدهای مختلف جسمی، روحی، ارزشی- اخلاقی و عرفی و قانونی برای زنان به همراه داشته است. اقدامات و تلاش‌های صورت گرفته در زمینه مبارزه با خشونت علیه زنان در بلایای طبیعی و بحران‌های اجتماعی شامل: 1. تلاش برای بازگشت به زندگی طبیعی توسط آسیب‌دیدگان و به‌ویژه زنان؛ 2. تغییر نگرش و نقش رهبران مذهبی و فرهنگی؛ 3. توانمندسازی زنان؛ 4. راه‌اندازی کمپین‌ها و فعالیت‌های علمی و مدنی؛ 5. تصویب قوانین و قطعنامه‌های بین‌مللی و 6. ایجاد مراکز امن بوده است.

During natural disasters and social crisis violence against women increases. From the structure of the family to the public places, each becomes a field of violence against women. This paper shows that violence against women is not limited to the domestic, and it's severity exceeds during war and natural disasters, and it affects the safety of women in public places. By using documentary method, this paper reviews problems, actions and studies that are conducted in the past four years on violence against women during natural disasters and social crisis. Reports indicate that violence against women - whether domestic or in public places – has been increased during war and natural disasters that has brought different physical, psychological, mental, moral, and legal consequences for women. Actions and activities undertaken in the field of combating violence against women in natural disasters and social crisis include: 1.Struggling to return to normal life by victims, especially women, 2. Changing the attitude and role of religious and cultural leaders, 3. Women's empowerment, 4. Launching campaigns and scientific and civil activities, 5. Pass an international law and resolutions 6.Establishment of secure centers.
